Road charges in Romania

Almost certainly yes. The charge covers the national road network rather than motorways alone, which is why a scenic route through Romania needs a rovinieta as much as the A1 does. The one relief is inside a town: a national road between the entry and exit signs of a municipality is not charged (Law 226/2023).

A fine of between twice and four times the price of a 12-month rovinieta, and the amount is updated each year for inflation (Law 226/2023, article 18). A car registered outside Romania that is stopped at a roadside or border check is fined on the spot. A camera detection goes to the registered keeper, so on a hire car it reaches you through the rental company with its own admin fee attached.

No, and the one most drivers meet is on the road to the coast: the crossing at Fetești-Cernavodă on the way to Constanța is charged separately from the rovinieta, as is the bridge at Giurgiu into Bulgaria. Pay those at the crossing itself. Budget for both directions if you are coming back the same way.

It asks for the registration number, the VIN, the registration certificate's series and a security code, and it reads the same register the enforcement cameras read. Romanian passenger-car tariffs are published in RON and depend on the emissions standard from 1 October 2026. Check your registration document. If the standard is unknown, choose Euro 0. This determines your Romanian e‑vignette and price.

The 60-day rovinieta, which sits between the 30-day and the annual and has no equivalent in most of Europe: elsewhere the choice jumps from a month straight to a year. For a summer spent in Romania it is usually cheaper than an annual and less fiddly than renewing a monthly one.
