Electric car rovinieta in Romania: the cheapest class, and what hybrids pay

Does an electric car need a rovinieta in Romania?

Yes. An electric car needs a rovinieta on Romania's national roads like any other car, but since 1 October 2026 it pays the lowest level: 20 lei for 1 day and 228 lei for 12 months, including VAT (Order 888/2026). The class is read from the power source in field P.3 of the registration certificate, and the Euro 0 fallback does not apply. A hybrid is not an electric vehicle under the order's definition, so it pays by its Euro class.

No exemption for electric cars

The rovinieta applies to every registered vehicle built to carry passengers that uses Romania's national roads (Law 226/2023, article 4). The exemptions in article 9 cover named state services, emergency services, vehicles exempted by international agreements, scheduled local transport, school transport and public ambulances; the drive type is not among them.

An electric car therefore needs a valid rovinieta before it uses a national road, expressway or motorway. The one place it is not needed is a national road inside a municipality, between the town's entry and exit signs.

The electric price level

Electric cars have their own column in Order 888/2026, below Euro 6. Over 12 months the difference is 26 lei against a Euro 6 car and 102 lei against a car with no stated class. The full rovinieta price table has every row.

  • 60 days: 68 lei.
  • 12 months: 228 lei.

How an electric car proves its class: field P.3

Order 888/2026 deals with electric cars that have no Euro class on their papers: for an electric vehicle without a Euro class, the entry for an electric power source in field P.3 of the registration certificate, or the equivalent document of the country of registration, counts as the class data.

The same note says the Euro 0 fallback is not applied to these vehicles, so an electric car is never priced as Euro 0 for lack of a V.9 entry. P.3 is one of the mandatory fields on an EU registration certificate (Directive 1999/37/EC). On a German certificate it is labelled fuel type or energy source, with its code in field 10.

Hybrids pay by their Euro class

The order defines an electric vehicle as one with at least one electrical energy storage device that uses one or more electric motors for propulsion in place of an internal combustion engine. A hybrid, plug-in hybrids included, keeps a combustion engine, so it falls outside that definition.

A hybrid therefore pays the row for its Euro class, which is on its papers like any petrol or diesel car's. The order does not name hybrids; this is our reading of its definition. The guide to finding the Euro class shows where to look.
