Check a Romanian rovinieta: the VIN, CNAIR's online check and the fine
How do I check that my Romanian rovinieta is valid?
Use CNAIR's rovinieta check on portal.etoll.ro. It asks for the registration number, the VIN, the registration certificate's series and a security code. A rovinieta exists only as an electronic record in CNAIR's database (Law 226/2023, article 6), and the check reads that record. Driving without a valid one is fined at between twice and four times the price of a 12-month rovinieta (article 18).
Where to check: CNAIR's rovinieta check
The check is at portal.etoll.ro/web/guest/verificare-rovinieta. On 5 October 2026 the form asked for the registration number, the chassis series (VIN), the registration certificate, a security code from an image, and offered a period filter. Every field was marked as required.
The old address erovinieta.ro now forwards to portal.etoll.ro. The law obliges CNAIR to give users online access to its rovinieta database to check validity (article 6), and the cameras and roadside terminals that enforce the charge query that database too (article 2).
Run the check once the purchase is confirmed and again before the trip, whoever sold you the rovinieta. A wrong plate or class shows up there, not on the receipt.
Why buying a rovinieta now asks for the VIN
The authorised distributor's buying flow identifies the vehicle first. Depending on the vehicle it can fill in the VIN and Euro class itself; where it cannot, for example for a vehicle registered outside Romania, you type them in (distributor's calculation guide, 30 September 2026).
Neither Law 226/2023 nor Order 888/2026 names the VIN. What changed is that the price now depends on the vehicle's class, and the law defines a valid rovinieta as the record matching that vehicle's category and emissions class. The VIN ties the record to one vehicle, and the check form asks for it as well.
Where the VIN is
On an EU registration certificate the VIN is field E, one of the fields every certificate must carry (Directive 1999/37/EC). Copy it from the certificate character by character, not from memory or an insurance document.

Keep the confirmation
The distributor issues the documents that attest payment and registration (Law 226/2023, article 7), and holding a valid rovinieta is the user's responsibility alone (article 6). Keep the confirmation email until at least four months after the rovinieta ends: a fine for driving without one can be applied for four months after the offence (article 18).
Selling the car does not cancel the rovinieta, and a new Romanian plate is picked up automatically. If the vehicle is re-registered in another country, the rovinieta stays valid only once you have told CNAIR the new plate in writing (Law 226/2023, article 10, quoted in CNAIR's FAQ).
The fine for driving without a valid rovinieta
Driving without a valid rovinieta is a continuing offence. The fine runs from twice to four times the price of a 12-month rovinieta, and the amount is updated each year for inflation (Law 226/2023, article 18).
A vehicle registered outside Romania that is stopped at a roadside or border check is fined on the spot. A camera detection reaches a keeper in another EU country through the national contact points that exchange vehicle registration data, and the notice is to be communicated within two months of the fine; no second notice for the same vehicle can be issued in the meantime.
Only vehicles registered in Romania may pay for the day already driven, until midnight the next day (article 5). A foreign-registered car must have its rovinieta before it uses a national road.
