Rovinieta from 1 October 2026: what changes for cars
Does anything change for cars in Romania on 1 October 2026?
Yes, the price, but not the obligation. A car still needs a rovinieta on Romania's national roads. From 1 October 2026 it is priced in lei and by the car's Euro emission class, and CNAIR's new price list runs from 22 lei for a day in a Euro 6 or electric car to 330 lei for a year in a Euro 3 or older one. A rovinieta bought before then stays valid until it expires. The change is due by law, though CNAIR has asked for it to be put back to 1 April 2027.
The new car prices, by Euro class
The rovinieta keeps its five lengths and adds a price per Euro class (Law 226/2023, article 5). These are the car prices on CNAIR's TollRo portal, read on 24 September 2026, in lei, for Euro 6 and electric, then Euro 4 and 5, then Euro 3 and older.
- 1 day: 22, 26, 29.
- 10 days: 30, 35, 39.
- 30 days: 48, 55, 62.
- 60 days: 76, 87, 99.
- 12 months: 254, 292, 330.
Against today's price, most cars pay more
Today a car pays the same whatever its engine: 3.50 euro for a day, 6 for ten days, 9.50 for thirty, 15 for sixty and 50 for a year (CNAIR's current tariff, 18.40 to 262.92 lei). From 1 October only one price falls: the 12-month rovinieta for a Euro 6 or electric car, at 254 lei. Every other length and class costs more than it does now.
The Euro class is read from the registration certificate, field V.9 on an EU certificate. Where no Euro class can be established the law puts the vehicle in Euro 0, so a car whose papers are silent pays the highest price (Law 226/2023, article 6).
A rovinieta bought before 1 October keeps its validity to the end, so for any car below Euro 6, one bought in September that runs into October costs less than its replacement will. Our Romanian rovinieta price page shows what we charge today.
Vans and buses stay on the rovinieta too
A van or other goods vehicle up to 3.5 tonnes keeps category B, priced from 52 lei a day and 579 lei a year for Euro 6 to 67 and 753 lei for Euro 3 and older. Mixed vehicles carrying passengers and goods in separate compartments are priced as goods vehicles.
Minibuses and coaches stay on the rovinieta under new letters: C for more than 9 and at most 23 seats, D for more than 23. Only goods vehicles over 3.5 tonnes leave the rovinieta, for the distance-based TollRo.
Driving without one
Driving without a valid rovinieta stays an offence, and under the new law the fine is set against the 12-month price: between twice and four times the price of a 12-month rovinieta (Law 226/2023, article 18).
The rovinieta is a record against your plate, not a sticker, so check it on CNAIR's public register after buying, from us or anyone else.
If the date moves again
The change has been put back twice, from 1 January 2026 to 1 July and then to 1 October. CNAIR's new portal is still in a public pilot, CNAIR has asked Parliament for 1 April 2027, and a bill to postpone sits before the Senate as B517/2026. If it passes, today's euro prices simply carry on.
