Does a rental car need a Bulgarian vignette?
Yes, the car needs one, but it may already have it. Check the plate against the Road Infrastructure Agency's register rather than asking at the desk, because the register is where the answer actually lives.
The register answers it in seconds
The e-vinetka is a record against a licence plate, so the operator's check by registration number tells you whether the car you have been handed is covered and until when. A rental agreement that says nothing about tolls is not evidence either way.
Run the plate through that check in the car park before you drive off, and buy only if the register comes back empty for your dates.
A car hired outside Bulgaria is almost certainly yours to cover
A vehicle hired in another country and driven into Bulgaria carries whatever its home fleet needed, which does not include a Bulgarian e-vinetka. Foreign-registered cars pay exactly what Bulgarian ones pay, so no border formality will warn you.
Count the days you will actually spend on Bulgarian charged roads and buy that period: the 7-day e-vinetka for a week away, the 30-day e-vinetka for a longer stay.
Type the plate from the registration document
No refund is payable where the vehicle's category, country of registration, emission class or registration number has not been properly declared (Road Infrastructure Agency terms and conditions, checked 1 September 2026). A typing slip on a hire car's plate buys cover for a vehicle that does not exist, and the money is gone.
Bulgarian plates use Cyrillic letters chosen because they share their shape with Latin ones, so the same plate reads identically in either alphabet. Copy the characters from the registration document rather than from memory of the bumper.
