Bulgaria HGV toll over 3.5 t: BG TOLL route pass and rates

Every figure below is from the Road Infrastructure Agency at bgtoll.bg, read on 24 September 2026.

• Who pays: lorries and buses over 3.5 tonnes total technically permissible maximum mass.
• Who does not: category M1 campers, which pay the e-vignette at any weight.
• Where: the paid republican road network, with separate rates for motorways, first-class and second-class roads.
• Motorway rate from 1 June 2026 for a lorry over 12 tonnes with four or more axles, EURO VI, CO2 class 1: €0.21 per km. A lorry of 3.5 to 12 tonnes, EURO VI: €0.08.
• Without a device: a route pass, valid 24 hours, bought up to 2 days ahead without registering, or 7 days ahead after registering by email.
• Unpaid use: a €920.33 fine for the driver, avoidable on the spot with a compensatory charge from €77.21 for a lorry up to 12 tonnes.

From 1 March 2020 vehicles over 3.5 tonnes total technically permissible maximum mass have paid by distance on the paid sections of the republican road network, and the toll replaced the e-vignette for them. The network is wider than the motorways: first- and second-class roads are charged too, each at its own rate.

One group went back. Since 13 February 2024 a camper registered in category M1 pays the e-vignette regardless of its total technically permissible maximum mass, so a heavy motorhome needs no route pass.

Check the category and the maximum mass in part I of the registration certificate before choosing between the two.

The toll is the sum of an infrastructure charge and charges for air pollution, noise and CO2, per kilometre, by vehicle class, EURO class, CO2 class and road type. For a CO2 class 1 vehicle on a motorway, a lorry of 3.5 to 12 tonnes pays from €0.08 per km in EURO VI to €0.12 in EURO 0 to II, and a lorry over 12 tonnes with four or more axles from €0.21 to €0.34 (tariff effective from 1 June 2026, Decree No. 64 of 26 May 2026).

Buses have their own lower rates, from €0.06 per km on a motorway for a EURO VI bus up to 12 tonnes. First- and second-class roads cost the same or a little less than motorways at every level.

Declare the total number of axles, the lorry's and the trailer's together, whether you buy a route pass or set up a device.

A route pass is the way to drive without an on-board device or GPS tracker. You declare the start and end of the route with up to four points between, the registration number and its country, the vehicle category, the emission class and the number of axles, and pay the calculated toll up front.

It is valid for 24 hours from the activation time you choose. Without registering you can buy it for today or up to 23:59 the next day; after registering with an email address, up to 7 days ahead. It is sold online at bgtoll.bg, in the BGTOLL mobile app, at self-service terminals, and at the cash desks of the district road administrations, where cash and fuel cards are accepted as well as bank cards.

Buy it before you enter the paid network, and plan the route precisely, because the pass covers only the one you declared.

A haulier crossing regularly can sign a contract with a national toll service provider or a European electronic toll service provider, whose on-board device records the sections driven. A lorry that already has a GPS tracker can use it instead, if the tracker's supplier has a contract with a national service provider.

Arrange the contract before the first trip so the device is sending data when the vehicle joins the network.

The electronic system records a vehicle on the paid network without a route pass or a working device, and the driver must stop when mobile toll control signals. The fine is €920.33 for the driver and €1,278.23 for the owner when the toll was not paid in full, including through a false declaration, and €1,533.88 when the plate is also unreadable (Road Infrastructure Agency, checked 24 September 2026).

Paying a compensatory charge avoids the administrative penalty: €77.21 for a lorry over 3.5 up to 12 tonnes, €213.72 over 12 tonnes with two or three axles, €301.15 with four or more, and €29.65 or €36.81 for a bus. A driver who refuses must pay the maximum toll by card before continuing.

If you are stopped, paying the compensatory charge on the spot is the cheaper outcome.
