TollRo: Romania's truck toll from 1 October 2026

Romania splits its road charge in two. Goods vehicles over 3.5 tonnes, and mixed passenger and goods vehicles of that weight, move to TollRo, paid by distance. Everything else keeps a time-based rovinieta, which from the same day is priced in lei and by Euro emission class (Law 226/2023, CNAIR's TollRo portal, both read 24 September 2026).

Today's rovinieta prices below are CNAIR's current tariff; the new ones are the price lists on CNAIR's TollRo portal, which is still in its public pilot.

• Goods vehicle over 3.5 t, today's rovinieta categories C, D, E and F: until 30 September, a rovinieta from 7.50 euro a day (category C) to 1,425 euro a year (category F). From 1 October, TollRo per kilometre, and no rovinieta at all.
• Car, category A: a rovinieta before and after. Today 3.50 euro a day and 50 euro a year for every car; from 1 October between 22 and 29 lei a day and between 254 and 330 lei a year, depending on the Euro class.
• Van or other goods vehicle up to 3.5 t, category B: a rovinieta before and after. Today 10 euro a day and 114 euro a year; from 1 October between 52 and 67 lei a day and between 579 and 753 lei a year.
• Minibus and coach, today's categories G and H: a rovinieta before and after, today from 7.50 euro a day (G) to 665 euro a year (H). The new price list files them as categories C (more than 9 and at most 23 seats) and D (more than 23), so the letter C stops meaning a small lorry.
• Motorcycle: nothing to pay before or after. Neither price list has a motorcycle category.

TollRo is the unit rate multiplied by the distance driven on the tolled network, counted in whole kilometres (Law 226/2023, article 12). The unit rate depends on three things only: the vehicle's maximum authorised mass, the road type and the Euro emission class. Axles do not count, so the old split between three and four axles at 12 tonnes disappears.

These are the rates on CNAIR's TollRo portal, in lei a kilometre, for Euro VI, then Euro IV and V, then Euro 0 to III. They match Order 1925/2025, which roviniete.ro, an authorised seller, quotes with VAT included.

• Over 3.5 t up to 7.5 t: motorway or expressway 0.17, 0.19, 0.22; national road 0.08, 0.10, 0.11.
• Over 7.5 t and under 12 t: motorway or expressway 0.29, 0.33, 0.37; national road 0.14, 0.16, 0.19.
• 12 t and over: motorway or expressway 0.48, 0.55, 0.62; national road 0.24, 0.28, 0.31.

A 40-tonne Euro VI articulated lorry pays 48 lei for every 100 kilometres of motorway and 24 lei for every 100 kilometres of national road. The same lorry at Euro V pays 55 and 28 lei; at Euro III, 62 and 31.

The mass that counts is the combination actually on the road. CNAIR tells on-board unit users to change the declared mass the moment a trailer is coupled or uncoupled, because a tractor unit running solo and the same unit with a loaded semi-trailer can sit in different weight classes.

The Euro class comes from the registration certificate. Where the certificate does not state it, CNAIR requires the vehicle to be declared as Euro 0, which is the highest rate in its weight class. Check the certificate of every vehicle before 1 October, and carry proof of the Euro class if the certificate is silent.

TollRo applies on every national road, expressway and motorway that CNAIR runs, which is the same network the rovinieta covers. The one exception is a national road inside a municipality, between the town's entry and exit signs (CNAIR TollRo portal, road network page).

Staying off the motorway therefore does not avoid the charge; it roughly halves the rate. Plan a route on the tolled network as a cost per kilometre, not as a daily fee.

An on-board unit, from a provider CNAIR has authorised (a SETRo provider), records the kilometres by satellite and bills you afterwards under a contract. Interoperability with the European Electronic Toll Service starts only on 15 January 2027 (CNAIR, August 2026), so do not expect a box from your existing EETS provider to count in Romania before then. CNAIR has not published on its portal which providers are authorised for 1 October.

CNAIR's free TollRo app, for Android and iOS, runs per-kilometre sessions paid from prepaid TollRo credit, and also sells route tickets and vignettes. The law as first published allows the app's per-kilometre mode for Romanian-registered vehicles only and leaves foreign ones to implementing rules; CNAIR has not said which applies on 1 October.

A route ticket (tichet de rută) is the option for an occasional or foreign driver. You buy it before the trip, for one vehicle and one journey: origin, any intermediate points, destination and date, with the plate, the maximum authorised mass and the Euro class from the registration certificate. It is valid for at most 72 hours from the declared start and then lapses for good, whether the journey was driven in full, in part or not at all.

Buy the route ticket before you reach the tolled network, declare the route you will actually drive, and buy a new one for the return leg.

Cameras and roadside checks both enforce TollRo (Law 226/2023, article 19). After a camera detection the keeper receives a letter and has 72 hours from receiving it to pay the TollRo owed plus the cost of the notice. Where the distance cannot be established, the amount owed is a flat 2,000 lei, charged at most once in 12 hours.

Paying within the 72 hours ends the matter. Missing it is an offence fined at 10 to 20 times the TollRo owed, or 5,000 lei where the distance is unknown. At a roadside check the driver pays on the spot by electronic means; refusing is fined on the spot at the same scale.

If an on-board unit fails during a journey, CNAIR's rule is that the vehicle may not carry on over the tolled network. Keep a route ticket as the fallback.

A rovinieta issued under the old rules for a goods vehicle over 3.5 tonnes stops being valid on 1 October 2026, whatever its end date. Rovinietas for cars, vans up to 3.5 tonnes and buses are carved out and stay valid until they expire (Law 226/2023, article 24, as amended by Law 103/2026).

The law obliges CNAIR to refund the unused period on the holder's written request, under conditions left to the implementing rules, which are not yet on CNAIR's portal. Do not buy a C to F rovinieta that runs past 30 September, and if you already hold one, keep the purchase record for the refund claim.

The date has moved twice already. Law 226/2023 first set 1 January 2026; it was pushed to 1 July 2026 and then, by Law 103/2026, to 1 October 2026.

It may move a third time. CNAIR's TollRo portal is still in a public pilot, in which the documents it issues are not valid on the road and payments are not taken from cards. A proposal to postpone the law's deadlines sits on the Senate's list as B517/2026. According to Romanian press reports from 18 to 23 September, CNAIR has asked for the start to move to 1 April 2027, the hauliers' association UNTRR has asked for 15 January 2027, and the interim transport minister opposes another delay.

Until Parliament passes something, 1 October 2026 is the law. Check the TollRo portal and this page again on 30 September before a vehicle over 3.5 tonnes crosses into Romania.

The Fetești-Cernavodă bridges on the A2 to Constanța keep a toll of their own on CNAIR's new portal, listed separately from TollRo: 69 lei a crossing for the lightest goods class over 3.5 tonnes, 94 lei at 12 tonnes and over with up to three axles, and 133 lei at 12 tonnes and over with four or more. It can be paid until 23:59 on the day after the crossing.

Several Romanian news reports read the repeal of the old ordinance as the end of the bridge tolls; CNAIR's own portal still lists this one, so budget for it. Unused passes bought under the old rules lapse on 1 October and are refundable on written request. The new price list names no other bridge, and Bulgaria's own charge on the Giurgiu-Ruse and Calafat-Vidin crossings is Bulgarian law and not part of this change.
